Lead qualification for prospective students at a New Zealand training provider
The challenge
Before engaging Corpshore, enquiries from prospective students arriving through the provider's website, phone line and marketing campaigns were followed up by a small internal admissions team that also had to manage in-person enrolments, meaning many leads weren't contacted for several days. By the time an admissions officer called back, a share of prospective students had already enrolled elsewhere or lost interest.
What Corpshore did
The team started at eight lead qualification specialists ahead of the Semester 1 intake, scaling to fourteen in the six weeks before each intake deadline to handle the seasonal surge in enquiries, then settling back to a steady team of eight between intakes for ongoing enquiry handling and database follow-up. The Manila team makes first contact with new enquiries, qualifies them against programme entry requirements and intake timing, and hands qualified, interested prospects to the provider's own admissions officers to close, rather than attempting to enrol students itself.

Compliance handling
Because the lead qualification work is performed on the provider's behalf and for the provider's own purposes, with the Manila team not using enquiry data for any purpose of its own, this falls within the service-provider treatment under the New Zealand Privacy Act 2020's IPP12, which does not treat data sent overseas purely for processing or safe custody on an agency's behalf as a disclosure requiring the same overseas-recipient safeguards that would otherwise apply. This is a materially more permissive position than Australia's equivalent rule, and it was set out plainly to the provider's board as the basis for the offshore arrangement. On the outbound side, every call and message carries clear sender identification and an easy opt-out, and the provider maintains an explicit consent and do-not-contact record for every prospective student, mirroring the intent behind Australia's Spam Act-style consent requirements and New Zealand's own restrictions on unsolicited commercial electronic messages, adapted to the provider's enquiry and enrolment context rather than treated as a mass-marketing programme.

Average first-response time to a new enquiry fell from around 30 hours to under two hours. The proportion of qualified leads that go on to enrol rose from roughly 19 percent to 27 percent over two intake cycles, which the provider attributes largely to faster, more consistent first contact rather than any change in marketing spend. Overall cost per enrolled student, including the Corpshore engagement, is down by approximately 33 percent compared with the provider's previous mix of casual admissions staff and overtime during peak enquiry periods, figures quoted in NZD exclusive of GST.
